The Agreement states that the Sultan "cannot cede or lease any territory to foreign powers without British endorsement "; allowing the UK to really control Brunei 'foreign affairs, turning Brunei into a protectorate of Britain. However, when the Kingdom of Sarawak annexed the Pandaruan region in 1890, the British did not take any action to stop it. The British did not recognize Brunei or the Sarawak Kingdom as 'foreign' (under the Protection Agreement). This last merger of Sarawak left Brunei with only small territories divided into two parts as it is now. British governors were brought to Brunei under the Additional Protection Agreement in 1906. [30] The governor advised the Sultan on all management issues. Over time, the Governor held more administrative rights than the Sultan. The envoy system ended in 1959.
